A self-hosted runner image refresh changes the Docker builder version and breaks layer cache reproducibility across the fleet during a failover rehearsal

Builds still run, but cache keys and layer outputs diverge between old and new executors. Normal traffic masked the issue until the standby or alternate path became active under rehearsal conditions.
